In recent years, with the recruiting enlargement of enrollment colleges, there are big differences among students in computer application fundamentals. Traditional teaching mode lacks variety, which makes updating difficult and slow in information feedback. Obviously all these factors have become such disadvantages that make students lose interests in this course.Teaching websites, under the guidance of the constructivist teaching theory, are digitalizing the education environment, teaching content, learning tools, which have changed the traditional teaching roles of the teachers, textbooks and media and their relationships with the students. All these are very constructive in developing new teaching modes and teaching methods, promoting the improvement of teaching quality. Website using is not under the constraints of time and space and it is also not influenced by the lack of teaching hardware condition. By using the websites, students can cultivate their ability of independent learning and cooperative learning.Through the teaching website, we can make teaching evaluation on teaching effectiveness and find problems from the evaluation so that we can optimize the teaching website design courses, improve its quality and guide it towards the desired goal.This paper designs and implements some teaching websites for the college and university public course "Computer Application" and has a systematic analysis of the system requirements. It offers the system's overall structure, the detailed analysis and design of its various functional modules and its relevant database system design. This paper conducts research and exploration for the test paper evaluation index and intelligent evaluation to promote the continuous improvement of the quality of teaching sites. It also does a research and exploration for the evaluation of teaching effectiveness.The Teaching Website adopts B/S three-tier architecture through theⅡS test to release, apply and manage the constructed sites and web pages. It also uses Dreamweaver software for web page design, SQL Server for database design, ASP programming for dynamic web pages and genetic algorithm for automatic group roll. By using literature research, AHP and Delphi Model method for the indicator and determiner of site evaluation on teaching effectiveness, through interview, questionnaire, survey and evaluation index system for site evaluation on teaching effectiveness, it ultimately builds a "Computer Application" interactive Web site for students' independent study and teachers' organizing their teaching as well as building a site for the teaching evaluation system of teaching effectiveness. This website designs online investigation and assessment from students, online assessment and evaluation from teachers and experts on the website's applied teaching effectiveness for students. Interactive teaching website with web site performance evaluation provides a strong guarantee for the quality of teaching, which is the innovation of this paper.
