City Commercial Bank's Financial Management System Based On Oracle Research And Construction

The Global Financial Crisis has exerted a dramatic impact on the world's financial system, since it erupted in May,2007. Consequently, China's commercial banks need to review their business strategy. Being an enterprise with risk of operation, the commercial banks are required to manage risk and cost while conducting stable and heathly business. The only way to achive a stable and healthy operation mode, City commercial banks must build their own financial management systems.City Commercial Bank's Financial Management system consists of two major component, financial accounting and management accounting.To implement the financial accounting component, city commercial bank can get firm-wide accounting with finer granualarity. It can integratly manage approval process, cost and buget, with real-time and unified expense monitoring.To implement the management accounting component, banks can improve their operation performance, via multi-dimentional profit ability analysis on product, customer, organization, department, line, and customer manager, and performance assessment on the business unit and internal bank responsibility management. It can establish internal funds transfer pricing system, to split net interest margin, to let asset products cover its cost, and to get capital gains from liability products. It provides the convenience for product profit capability analysis, and improves risk management capability and capital efficiency. It can establish a comprehensive asset-liability management system, at a given level of risk, to gain maximum profit.The financial accounting component is based on the ORACLE EBS12.1 (Oracle E-Business Suit Release 12), and the management accounting component is based on ORACLE OFSA (Oracle Financial Services Application).Following the software engineer methodology, this paper describes the whole implementation process of the system in detail, including requirement analysis, framework design, algorithm and data model design, testing, and operation analysis.
