Establish a scientific performance assessment and evaluation system of cadre is promoting cadres, weakness, will play to the best performance of the cadres and the guarantee. President hu jintao, especially in the 17th CPC national conference on science development, to perfect the norm demands of cadres and evaluation system, this is the deepening reform of the cadre and personnel system and urgent task in the major issues.But Current understanding into the cadre performance evaluation system, the leading cadre performance evaluation XianChuJi above the relative more profoundly study area county, the system performance evaluation of department-level leading cadre is relatively rare. While the latter in China's leading cadres hierarchy in most of the foundation position in representative government with the masses, interaction relation "two-side glue" particularity:not only is the executor of the guidelines and policies, but also is the construction and social service, the leaders and theorganizers. They most belongs to the execution of leading cadres, and basic level is the most obvious characteristics of them.For these leading cadres management will directly influence the economic and social development of the situation. Chinese modern significance of performance evaluation, leading cadres in the government performance appraisal is developed on the basis of the actual situation. Now it is improve in stages. This is based on the realistic background, and communicating with the concrete practice of the county, to study the leading cadre to counties of department-level performance evaluation system.This paper studies the middle-level officials refers to area county department-level cadres, not including department-level countermeasures cadres.From the concept the first,for performance, performance evaluation, related to define concepts. Then put forward its own views on the concept. The second is to take the integrating theory with practice, historical analysis method, etc. to study the current department-level leading cadres of the performance evaluation system, in order to summarize the characteristics, innovation and deficiencies of the system in L county-level city.
