The performance evaluation and assesment of party and government leading cadres is an important way to improve the utilization of public resources and the ability of government governance.It is also the need to implement the concept of "upholding the people as the center" which was put forward in the 19 th National Congress of the Communist Party of China.The object of the performance apprial of party and government leading cadres is the work and responsibilities assumed by party and government leaders.It should apply various scientific qualitative and quantitative methods to measure the work and responsibility and determine the system of performance evaluation.Then it assesses the individual's or team's behavior and result with the scientific and feasible procedures.County-level government is the main body of the central government and the provincial government.It is the link between the municipal government and the town.County-level government plays a fundamental role in the system of state governance and is an important cornerstone of the party and the state.To solve the performance appraisal and evaluation of leading cadres at the county level can not only mobilize the enthusiasm of cadres in work to improve the cadres' ability and capability,but also establish a good image of party members and leading cadres to enhance the close ties between the party and the government and the people.It is of great significance to safeguard the long-term peace and stability of the country.With the rapid development of information and communication technologies,the era of "big data" has come.The collection,processing and use of information resources have drawn great attention from the party and government departments at all levels.As an important owner and manager of the administrative information resources of the whole society,the government is also an important collector,processor and user.How to further utilize government internal government information data and carry out the performance appraisal of leading cadres in party and government more scientifically with information means is a problem to be solved,and this issue is the focus of the county government to enhance its ability.Performance evaluation and performance examine are different and related.The performance evaluation of leading cadres of party and government should apply various scientific qualitative and quantitative methods to measure the work and responsibility,and determine the system of performance evaluation.The performance assessment of the leading cadres of the party and government mainly refers to the appraisers in accordance with a specific procedure,using a certain method to quantify indicators and standards,and then assess the individual's or team's behavior and result.The paper studies how to use the government big data and information technology to carry out the performance evaluation and examine of the leading cadres at county level.The main contents of the paper include the following five aspects:1.To study the status quo and experience of civil servant performance appraisal at home and abroad.Based on the introduction of current research status and analysis of relevant theories and methods,Chapter 3 compares the civil service performance appraisal system in our country with that in the United States,Britain and Japan,and analysis of the existing problems in the performance appraisal of civil servants in our country and summarizes the commonalities and differences between civil service performance appraisal system at home and abroad.On this basis,this paper puts forward the improvement approaches of the performance appraisal of Chinese leading cadres in the aspect of performance concept,performance evaluation and performance examine in era of big data.2.To study the multi-dimensional performance evaluation system based on the overall performance concept of "quality-behavior-result" under the background of big data.Chapter 4 puts forward the overall performance concept of "quality-behavior-result" of county party and government leading cadres which adapt to the big data background.The overall performance concept emphasizes the personal qualities and competencies,the performance behavior,and the performance results of party and government leading cadres.Guided by the overall performance concept of "quality-behavior-result",this paper constructs the performance evaluation index system of party and government leading cadres based on the extended balance scorecard paper and determines the four levels of performance evaluation indicators of party and government leading cadres at county level: individual learning and growth(quality),government internal management(behavior),local development and stakeholders of each party(result).Each level 1 indicator contains several level 2 performance indicators.3.To study the applicability of traditional county-level cadres' performance evaluation method in the field of administrative big data.Chapter 5 combines the advantages and disadvantages of different performance evaluation methods to build a performance evaluation method(AHP-DEMATEL)of county-level leading cadres under the background of big data.AHP is used to calculate the initial weight of each performance evaluation index,and then the weight is optimized by using DEMATEL.Combining the advantages of AHP and DEMATEL,we not only consider the influence of the factors on the superior indexes but also consider the mutual influence among the factors,which can effectively reduce the subjectivity and one-sidedness of weight assignment,and then effectively enhance the scientific and objectivity of index assignment.4.To study the performance examine of county-level leading cadres based on big data.On the basis of KPI,KCI and KBI are introduced.The three indexes respectively correspond to the qualities,behaviors and results of the overall performance concept.We expect that this method can improve the performance of the party and government leading cadres at the county level Conduct a comprehensive examine.At the same time,the data of performance examine of party and government leading cadres at county level use the integrated data of e-government data,questionnaire data and network data.It can avoid the disadvantages of traditional performance examine data and make the performance examine more fair and reasonable.5.This paper takes Jianghan District,Huangpi District and Donghu Development Zone of Wuhan as an example to study the performance appraisal of leading cadres at county level.Under the background of scientific development,the performance evaluation and examine methods of county-level leading cadres which are constructed by this paper can be effectively applied in the performance appraisal of county-level leading cadres in our country.Through the theoretical research and application research of the thesis,we hope to improve the performance management level of county-level government and promote the healthy development of the whole administrative system.This paper has three research objectives: to reconsider the performance concept of party and government leading cadres at county level based on big data thinking;to overcome the deficiency of the performance apprisal of leading cadres at the county level;to solve the problem of not sharing information for performance apprisal of party and government leading cadres at the county level.This paper has the following three features and innovations:1.The paper puts forward an overall performance concept of "quality-behavior-result" which is better integrated with government big data can reflect epochal characters.The overall performance concept of "quality-behavior-result" avoids the the shortcomings of traditional performance view,which only focusing on the performance results and not paying attention to the performance behavior and the cadre quality.Furthermore,it can realize the comprehensive measurement of the performance of leading cadres at county level.2.This paper puts forward AHP-DEMATEL performance evaluation method and comprehensive KPI,KCI,KBI performance examine method,which are scientific.In view of the variety and complexity of government big data adn through the layer-by-layer decomposition,the abstract performance concept can be embodied as an operable evaluation index,and the evaluation can be made more reasonable through factor interaction,so that the examine under the big data environment is feasible.3.This paper puts forward the idea of comprehensive utilization of diversity government data and the scheme of multi-channel application of the evaluation result,which has certain maneuverability.Based on the "quality-behavior-result" as the examine dimension to comprehensively use the diversity of government data to carry out the performance appraisal of leading cadres at the county level,which provides a reference for the application of government big data in performance appraisal.
