The study on performance evaluation of government departments has always been a hot topic in the study of government administration.With the deepening reform of Party and State institutions,the change of performance evaluation will be more and more concerned.The economic and information department is one of the important bureau in the government,which serves local enterprises and promotes local economy development.However,there are some problems such as insufficient interpretation of strategic objectives,insufficient responsiveness and insufficient distance.Therefore,it is necessary to further optimize the evaluation index of the department.In this paper,the bureau of economic and information of C county as the research object,using literature research,case studies,questionnaire investigation,interview investigation and analytic hierarchy process,comb the bureau of economic and information of C county performance evaluation indicators present situation,analyzes the existing problems and their causes,and finally with the tools of the balanced scorecard,from the service object,financial,internal process,learning and growth four dimensions to optimize the performance evaluation indicators.The main conclusions of this study are as follows: first,it further enriches the achievements of applying the balanced scorecard to public sector performance evaluation in China,which is of theoretical significance.Second,after optimization,an evaluation system that can be directly used in specific work is obtained.The optimization will help the bureau to clarify its responsibilities,clarify its processes,improve its efficiency and stimulate the enthusiasm of cadres and staff officers,which has certain practical significance.Third,in the research,the author considers the difference between the balanced scorecard theory used in the performance evaluation of public sector and enterprise,and takes the customer dimension as the key to the optimization of the whole evaluation system,so that the optimization is more in line with the direction of reform.Fourth,comprehensive use of a variety of research methods,finally got 4 first level indicators,15 second level indicators,39 third level indicators of the index system,and defined the weight of each indicator,in the balanced scorecard application research,has a certain exemplary role.
