The unsatisfactory role played by the current county-level leading cadre performance appraisal mechanism will not only adversely affect China's administrative reform,but also affect China's economic transformation and upgrading.As a place in the performance appraisal of county-level leading cadres introduced by third-party evaluation in China earlier,J County has a certain representativeness in this aspect,and the performance evaluation of county-level leading cadres after the introduction of new social forces The problems exposed by the mechanism are somewhat deeper.Based on this,this paper takes J County as an example,and uses literature research methods,comparative research methods and other research methods to study the reform of performance appraisal mechanism of county-level leading cadres.Through analysis,it is pointed out that the problems existing in the performance appraisal mechanism of county-level leading cadres in J County are comprehensive,and there are certain problems in the main body,content,methods and methods.The key to the problem lies in the fact that under the long-term evolution,the current performance assessment of county-level leading cadres has formed a relatively unified and stable consensus and unspoken rules within the government system.In this case,no matter how innovative the performance appraisal mechanism is,the substantive role it can play is quite limited.The reason for this is that it is related to the role conflicts of county-level governments in China,the characteristics of county-level leading cadres' performance products,and the political environment of county-level political culture and social environment of new acquaintances.Contact.Based on this,this paper proposes to introduce more powerful,professional and non-local social forces,build a scientific and reasonable third-partyevaluation mechanism,and at the same time enhance the participation of the public,actively use new technologies to ensure the normal state of third-party evaluation.Institutionalization and strengthening of democratization to avoid the alienation of third-party assessments by the logic of bureaucratic operations.
