In 2000, a reform was initiated in order to"establish an healthcare system in urban areas which can meet the needs of socialism market economy, promote the healthy development of the healthcare organization and pharmaceutical industry, and satisfy people with high quality medical service with reasonable price."With the progress of the reform, a series of policies on healthcare has been issued by the government. As the backbone of state healthcare organization, state-owned non-profit hospitals underwent the fundamental changes in internal and external environment. On one hand, they must solve the disadvantages inherited from planned economy, such as the old methods of management, service and operation. On the other hand, they are facing the challenges from private and joint-ventured hospital. In such a transitional period, the topic of"how to make development strategies for non-profit hospitals"seems more practical and significant.This article takes Rui Jin Hospital as a study object. In recent years, the Hospital has been making great efforts to improve the quality of medical treatment, service level and management ability. However, in the meanwhile, the Hospital has to face the reality of reduction of income, increase of operational costs, and declining of patients'satisfaction, etc. How to make the proper strategies and play to own advantages in this situation? This study uses the Value Chain analysis to explain the needs of hospital services are changed. Some tools, such as: Five Forces Model, External/ Internal Factor Evaluation matrix (EFE /IFE) and SWOT matrix are used for further understanding of strengths and weaknesses of the Hospital, environmental opportunities and challenges. Then the strategies for the hospital will be presented.This article is out of the practice, covering the strategy-making by the hospital, implementation and evaluation, providing references and sharing the case with other state-owned non-profit hospitals of the corresponding period.
