ObjectiveInformation disclosure is the starting point of the government to take the regulation based on the legalization and rule, as well as the basic principle and requirement of modern regulation mechanism. Taking the regulatory effectiveness of the information disclosure from DADS Model as the starting point, this study analyzes the issues of the information disclosure from China's public hospitals and the factors that affect the effects of the disclosure by literature research and investigation on the typical areas in Shaanxi Province. Meanwhile, it discusses and improves the rules of the information disclosure and provides scientific basis for improving the effect of regulations on the public hospitals.MethodsThis study adopts the methodology of combining both qualitative analysis and quantitative analysis. The main methods include: (1) Literature research:The analysis of the theoretical and practical basis of the government regulation on information disclosure through retrieving literature from home and abroad; (2) typical case studies:Taking Xi'an, Shaanxi Province as a sample. By immediate questionnaire survey and interview, and supplemented with methods like investigation with mails, materials has been analyzed such as the status quo of the information disclosure of the medical treatment in the given sample area, and the willingness of the subject and object towards the government regulatory strategy of the information disclosure. (3) Statistical Analysis Methods: statistical methods like descriptive statistics, t tests, chi-square test, Logistic regression, Willcoxon rank sum test have been used to analyze the relevant collected information; (4) Comparative Analysis:by comparing the implementation environment of DADS in China, the environment basis for implementing the model has been briefly judged;(5) Normative Analysis: the theories of Policy, Economics of Regulation, economics, management have been bused to work on the above-mentioned study and work out a reasonable induction and inference. With the comparing analysis and theoretical inference, a model of public hospital regulation model based on information disclosure has been constructed, together with the suggestion for an effective functioning in practice.Result1. The information asymmetry is the fundamental and key factor and reason that causes the failures of medical market service and government regulation. Government can make use of its public right to regulate the information transmission, so as to ease the information asymmetry.2. DADS model is an effective measure to ease the information asymmetry by information disclosure and to take an effective regulation. It relies on combination and coordination of both external and internal conditions. The external conditions are:①legislation;②the independence of the implementing body;③the composition of the independent body. internal advantages are the framework of the information disclosure rules:①the ordered continuity of the rules;②legal basis for the implementation of the rules;③full disclosure.3. The current status of China's legal system for information disclosure: the government has always attached great importance to the development of democracy, and public policies and regulations of China's information system has been basically taken shape, providing a sound environment support and public basis.4. The problems in China's regulation system on medical service:①uncompleted legal system;②regulation by multi-parties;③action taken ineffectively by medical service organizations;④unsound external regulation mechanism.5. The problems in the information disclosure in public hospitals are:①there is a gap between the form of information disclosure and the habits and the capability of the public (patients);②the incompletion of the disclosed information is not practical;③limitation of the current supervision and steering mechanism;④public health administrators have different understanding of the scope and extent of the information disclosure;⑤the lack of feedback mechanism;⑥financial information of the public hospitals is not open;⑦comprehensive performance assessment system and performance-wage system are still loose. and the lack of post-binding. The reasons for the up-mentioned problems are the lack of analysis and unclarified feedback questioning mechanism.6. Based on the willingness of the subject and object of the government regulatory strategy on information disclosure and the consensus is well reached in the fields like the transparency fairness, and accountability of the implementation, the independence of regulatory bodies, regulatory bodies, diversified composites of the regulatory bodies, collaboration of medical organizations, appeal mechanism. Hospitals take a prudent attitude in the full disclosure of information, the implementation of the normative sanctions, which cause differences between the subject and object.7. Through the environmental analysis practiced on the base of DADS model, China is capable of practicing the model under the conditions of accordance of policy and regulation, good public opinion environment, strong awareness of civil democracy, and environment of legalization.Conclusions and recommendations1. Aiming at the issues of the information disclosure from China's public hospitals, the analysis of information disclosure shall be attached with great importance and remedy.2. By way of using credit evaluation mechanism and stimulation mechanism to improve implementation efficiency of explicit incentive/ sanction.3. The information disclosure rules shall be improved in the medical service market with severe information asymmetry. Following the transparent procedures and under the concept of professional regulation that considers both binding and stimulation, the information asymmetry shall be corrected through"Disclosure-Analysis-Evaluation- Explicit incentive/ Sanction"in order to upgrade the effect of government regulation and help public hospitals realize the goal for the public good.4. The model based on information disclosure is a step of the government regulation escalates from scientific order to legalization. This model will not function effectively unless:①An independent and professional regulation executor is established, rights and liabilities of the information disclosure are clarified, regulation actor is set up soundly;②Self-regulation bodies like Medical Association shall play their professional characteristics, to support and assist with the government regulation effectively.③The social regulation functioning will be promoted by the external regulation mechanism, such as carrying out spokesman system, learning and meeting public's demand of the medical information, improving their positive attitude towards information disclosure.④The implementation of theoretical models requires not only the external factors like good policy environment, the independent regulatory agencies, the support from organizations, but also the steadfast commitment of the welfare objectives of the public hospitals, transforming the regulation concept and awareness of the medical administration in government and the administrator of the hospital, clarifying the responsibility of government regulation, attaching attention to the financial information disclosure from public hospitals, clarify the social responsibilities of the public hospital, pay attention to the information disclosure of the personal social performance, so as to guarantee a full disclosure and to improve the transparency of information.
