| BackgroundInformation is one of the most valuable resources in today's society,but its distribution is uneven,which has brought many social problems.Therefore,in order to reduce the degree of asymmetry in the amount of information grasped by all parties and enhance the transparency of information,information disclosure as an effective means has been gradually applied in various fields.In the field of health care,such as hospitals,due to their high complexity and professionalism,the information asymmetry between hospitals and the public is particularly serious,which is an important reason for the aggravation of doctor-patient contradiction,disorderly medical treatment,hospital corruption and other serious problems at present in China.With the advent of the information age,hospital information disclosure is not only related to hospitals and patients,but also to the whole society.Therefore,it is necessary to systematically and comprehensively evaluate the status of hospital information disclosure,analyze the current situation of hospital information disclosure,and find out the existing difficulties and problems.To provide some reference for the future development of hospital information disclosure.ObjectivesThe purpose of this study mainly includes the following four points:first,investigation of the status of information disclosure of tertiary hospitals in Shandong Province through cross sectional survey,including the types of publicly disclosed information,information quality and platform quality;second,analysis of differences between different hospitals according to different levels and types;thirdly,through qualitative interviews,we investigate the work mode of hospital information disclosure,as well as the existing difficulties and problems.;fourthly,according to the problems existing in hospitals and combined with the actual situation,the paper puts forward policies and suggestions to provide some assistance for the improvement and development of hospital information disclosure in Shandong Province.MethodsIn this study,a combination of qualitative and quantitative research methods was used to investigate and study the status of publicly disclosed information of tertiary hospitals in Shandong Province.Qualitative research mainly includes literature analysis and qualitative interview,that is,through reading relevant literature and policies and regulations of hospital information disclosure at home and abroad,and semi-structured qualitative interview with the person in charge of hospital information disclosure,to understand and analyze the status of hospital information disclosure and the existing difficulties and problems.Quantitative research is a cross-sectional survey.A total of 143 tertiary hospitals(excluding military hospitals)in Shandong Province were selected,including 25 grade three class-A specialized hospitals,36 grade three class-A traditional Chinese medicine hospitals,43 grade three class-A general hospitals and 39 grade three class-B general hospitals.By means of internet,the types,quality and platform of public information in hospitals were investigated.The self-made questionnaire was used as the survey tool.Descriptive statistical analysis,chi-square test,one-way ANOVA and independent sample T-test were used for data analysis.Main Results and Conclusions(1)In terms of the types of publicly disclosed information,based on the information disclosure status of Shandong tertiary hospital official websites,it shows that different types of hospitals with different levels have different levels of information disclosure,and there is greater room for improvement.Chi-square test showed that there were significant differences among the five types of information except convenience services among the three types of hospitals(P<0.05).According to the types of hospitals,the disclosure rate of general hospitals is 72.08%,followed by specialized hospitals 59.41%,and traditional Chinese medicine hospitals 54.38%;according to the level of hospitals,the disclosure rate of the grade three class-B general hospitals is 54.38%,which is lower than that of the grade three class-A general hospitals.Specifically,the disclosure of general information of hospitals is the most common,while the disclosure of related information of hospital affairs and convenience services is less.(2)In terms of the quality of public information,according to the types of hospital,the average score of general hospitals is 4.03,which is higher than 3.58 of special hospital and 3.43 of traditional Chinese medicine hospital.By one-way ANOVA,there were significant differences in the scores of rationality of classification,standardization of information,accuracy of information and timeliness of information among the three types of hospitals(P<0.05).Specifically,the three types of hospitals perform best in terms of information accuracy and privacy security,while they perform poorly in terms of information comprehensibility and timeliness.According to the hospital levels,the average score of the grade three class-B general hospital is 3.44.By independent sample T test,there were significant differences in classification rationality,information standardization,information accuracy and information timeliness between grade three class-B and grade three-class A general hospitals(P<0.05).(3)In terms of the quality of information disclosure platform,94.41%of Shandong tertiary hospitals have established official websites,but there are many deficiencies in the function settings of websites and mobile application development of hospitals,and the overall development is still in the initial stage.The quality of the official website of the general hospitals is obviously better than that of other types of hospitals.The grade three class-B hospitals are inferior to the grade three-class A general hospitals(4)At present,there are still some problems in the actual work of hospital information disclosure,such as unclear subject of responsibility,inadequate implementation,rigid execution and inadequate awareness of information disclosure,which need to be solved urgently.Policy Suggestions(1)Establish laws and regulations and enrich the types of information disclosure.Considering the actual situation of different hospitals and the needs of the local public,we should formulate corresponding rules and regulations to supplement and improve the information disclosure of hospitals.(2)Improve the information disclosure system and standardize the information disclosure process.Hospitals should set up information disclosure offices,introduce professional staff,establish two-level supervision departments and implement accountability mechanism.(3)Improve the understanding level of hospital leaders on information disclosure.Promoting hospital leaders understanding of information disclosure and making them understand that information disclosure plays an important role in improving hospital management system,improving doctor-patient relationship,optimizing distribution of patients and increasing hospital competitiveness.(4)Optimize the hospital website and promote the construction of information sharing platform.In the future,the trend of hospital website should be the integration and development of hospital multi-systems,including the interconnection of hospital HIS,scientific research and other systems.Constructing a unified information sharing platform in hospitals and using big data analysis can better enable people to make use of all kinds of information. |
