The past few years have seen the vigorously development of the public health cause of Qingdao, which played an important role in securing the health and improving healthy quality of people. In the process of the construction of the system of primary health care, the maternal and children's health care, the rational plan of the obstetrics in the public health centers in the towns (sub-streets), the development of obstetrics and the health security of pregnant women were particularly highlighted, so as to make the mortality rate of pregnant women and babies under the average level among the country. Along with the rapid economic development, the need of people's medical and health care are increasing as well.The centre shoulders the responsibilities for treating the difficult and complicated cases, the health care of the women and children, recovery from the diseases and trainings. The centre and its branch institutions form a systemic network, playing an important role for the health of five million women and children and the 80,000 new born children. However, due to the serious lack of the medical space, the narrow surrounding roads, it is difficult for the centre to develop many business. Among them, the major problems presents as the insufficient service, long queue for the patients and added beds for the patients in the corridors. In order to offer more convenient service, with the great support of the Qingdao Commission of Development and Reform, the Qingdao Commission of Construction and Qingdao Urban Planning Bureau, the relocation project of Qingdao Women and Children Health Center was formally launched. Due to the particularity of the hospital, this project costs hugely and takes long pay-back period. During the construction and operation periods, the project faces the risks of the project quality, environment pollution, fund risk, etc. Therefore, we have to take effective measures to overcome the difficulties and control risks based on contemporary medical conditions and the preparatory work is needed before the project. Firstly, the paper elucidates the background of the study to explain the source and significance of the study. Secondly, this paper has further describes the current research result about the project risk management and the strategy. Based on the related analytic theories in the risk management and the current state, this paper analyzes those internal and external factors, studies the risk identification and those risks of each stage have been classified and evaluated. And in the next step, this paper mentions the social and political risk, fund risk, plan risk, schedule risk. In the project feasibility stage, management risks, technique risk, quality risks in the stage of project construction, environment pollution risk, operation financial risk, operation management risk in the stage of project operation. In the project feasibility stage, this paper studied 8 major risks by analytic hierarchy process (AHP), and set up a general fuzzy appraising model. According to the impact of risk on the project, that 8 major influence factors are technique and quality risk, fund risk, environment pollution risk, schedule risks, management risks, plan risk, social and political risk and other risks. By analytic hierarchy process and consistency check, this paper discusses some various risks which affect the project and offers four methods: avoid, transfer, weaken and accept.In the final part of this paper, the questions that how to prevent and control the risks in the construction operation and feasibility stage are mainly discussed. The paper puts forward some corresponding control strategies in order to successfully implement the projects.
