Objective: This analysis gives us full understanding about the organizational framework, resource allocation, economic operation, economic compensate mechanism, primary medical service as well as public health service of Community Health Service in a certain provincially administered municipality. These problems obstruct sustainable development of economic compensate mechanism of Community Health Service.Policy recommendations: Government should predominate the development of Community Health Service, and also should increase government investment and support to Community Health Service, in order to embody public welfare of Community Health Service; Community Health Service should combine fair and efficiency, optimize performance appraisal system and implement the policy of two lines of revenue and expenditure; Charging item and standard should be scientific checked, and the compensate amount of Community Health Service should be raised; Drug circulation and supply system should be further optimized, national system for basic pharmaceutical and non-profit selling of basic drug should be carryed out, so that the problem of compensation system for the medical cost through drug-selling profits will be relieved.
