Nowadays, community health service reform in China is developing. How to manage the staffs in community health service centers to display their potential and raise their working efficiency is important to community health medical service system.In China, a compensation system and management pattern problem of community health domain is a blank in the sanitation and human resources management research. How to improve the community health service organization compensation management and form a legitimate, fair and effective compensation system is becoming the establishment of community health service organization's key problem.It has been a reform on community health service system from Sep. 2005. Ten community health services centers in ChangNing district were selected as the trials for the reform on finance, management, operation and so on. This paper based on the reform background takes ChangNing service center reform as an example and investigates the community health service center compensation policy to excavate present problems and gives suggestions to promote community health service center's operation efficiency and to obtain the reforming effect.Based on the domestic and foreign literatures, the paper utilizes research techniques including questionnaire survey, interview, and track survey and so on. Making the investigation to the residents, center leaders, related experts, center staffs and so on, comprehended theories and the practice investigation to study result carries on analyzes and draws the conclusion.The paper's characteristic summaries the compensation management experience and carries on a systematic proof quite to the domestic and foreign practices through predecessor compensation theories, and builds a way which profits from the overseas mature experiences and has the independent innovation, also could meet the resident health need to be able to use and the conformity existing health resources community health service development path fully. It also serves the reform for our country community health to carry on smoothly puts forward the corresponding policy proposal.
