Public health expenditure, as a kind of public welfare expenditure, has welfare nature in a certain sense. And it is of much significance to a country's economic growth, people's state of health, the quality of human capital and social equality. Some realistic problems such as the divergence of the level of public health service between urban and rural area, and the frequent erupt of public health emergencies, are all closely associated with the efficiency and equality effect of public health expenditure.The economic effect of public health expenditure is public health expenditure's effects on a country's economy. The efficiency, the equality effect and the economic growth effect of public health expenditure are the three main topics of this dissertation. The study of the efficiency of public health expenditure can help us rectify the bias behavior in the provision of public health service. The estimate of the equality effect is greatly beneficial to the improvement of the status of inferior social groups, the reduction of the disparity between different areas, the solution of problems of agriculture, and the advocation of social justice. The quantitative analysis of the economic growth effect can help us avoid some unnecessary problems in the use of public health expenditure, and decide the proper scale of public health expenditure.The main logic of this dissertation is that the author draws a basic evaluation of the economic effect of public health expenditure through the empirical analysis of the efficiency, the equality effect and the economic growth effect, and puts forward proposals of policy from the view of public finance and the medical system reform.In this dissertation, the author discusses the present situation of public health expenditure in China generally, and gives us a systematic analysis of the technical efficiency and the allocative efficiency, the equality effect, the economic growth effect and the manpower capital effect of public health expenditure in our country. Through the analysis, the author points out that the efficiency of our country's public health expenditure is low, and the reasons are the problems in the current incentive mechanism and the medical organizations management system in our country. It is imbalanced in people's state of health, the use of public health service and the acquisition of public health service among different crowds in our country, and the main reasons lie in the dual structure in Chinese urban and rural economy and insufficient supply of social security to the inferior social group.
