With the development of EPC (Engineering- Procurement -Construction) method in China, as well as diversified needs of owners toward engineering products and production methods, establishment of International Engineering Corporation with EPC projects become the certain choice for exploration & design institutes in setting up development strategy and fulfilling profit maximization. For a long time, domestic scholars propose that exploration & design institutes should take the lead in EPC projects, mainly owing to the significance of design in realization of project target. Current references, mainly from the angle of perfection of EPC project system, discuss the existing problems and available ways in developing and perfecting corporations executing EPC projects. In the meanwhile, many scholars also discuss the management characteristics of these corporations. However, fewer scholars apply the Business Process Reengineering (BPR) theory to analyze and validate the set-up process of International Engineering Company from the strategic point of corporation development.This thesis delves into the process analysis and reengineering of great design institutes, integrates the technology and management function to the greatest limits, and thus establishes the international engineering company in real meaning. Through in-depth analysis of external circumstances and internal capacity of domestic great design institutes, this thesis proposes that establishing international engineering company is the certain choice for design institutes to participate in international competition and thrive. Concerning the confinement of traditional processes to design process, this thesis applies state-of-the-art BPR theory, diagnoses key processes of traditional design institutes, increases key business processes, and remodels old processes, so as to comply with the international practice. Meanwhile, in-depth analysis has been carried out in whole business process of EPC from quoting, initiating, engineering, procurement, construction to test and project management process from initiating, planning, executing, controlling to ending. Analyses also have been carried out in aspects of adjustment of organization, human resource, payment system, project management system construction and function building. Finally, above-mentioned contents have been tested and validated in a practical case of EPC.This thesis provides theoretical supports of establishing international engineering company to domestic great design institutes, provides available referring modes of process reengineering, and also provides instructions and references for improvement of business and management process and enhancement their ability.
