Study On River Basin Management Planning System

The increasing serious water crisis, which has limited the pace of economic development, is resulted by the water management and the water system, after all. In the one-sided pursuit of economic development, people keep ignoring the coordination of water resources and others and unified management of water resources, which caused water crisis. To achieve balance and harmony between water and people, we must manage all the aspects of water resources according with natural quality of water, make unified planning and rational distribution. At last, the sustainable use of water resources can be achieved.This article attempts to research water resources in form of basin, corporate The river basin management system planning into the existing integrated river basin planning, explore a unified watershed management system, and apply the conclusions to four basins in Xi'an. The main work and achievements include the aspects as follows:1) Literature reseaching and site visiting.I examined a large amount of information during the study,especially in the chapter analysis of legal status, screened relevant content of the provisions,and visited the grass-roots Water Station, fully understand the management to make research results more realistic.2) Qualitative analysis and quantitative calculation.Relevant theory of River Basin Management Planning theory, economics, systems theory, sustainable development theory, game theory and so on, have been explained to lay the foundation for the study.This study obtained the following conclusions:1) Through analyzing legal and institutional status quo related to river basin planning and management, discovering existing problems, this paper identify the planning and management system framework:law-making, institutional reforms, institution-building, technology support, public participation, etc.2)This part establishes a "problem identification-model determination-program selection benefit evaluation" planning system. At the same time, it offers safeguards concluding public participation, communication and coordination as the main content, reflecting the ideological construction of a harmonious society.3) This study proposes the framework of river basin management planning system to ChanBahe, Feng River, LaoRiver, Heihe in Xi'an. According to the actual situation for each river, we describe the more prominent basin in water-related planning and every basin in management system planning. At last, security mechanism is established in the technical, financial, and legal aspects.The research provides basis for integrated planning in the four rivers in Xi'an, effectively promotes the development of integrated river basin planning, and it is important for other rivers in both the theory and practice.
