Constantly, China is a quite flourishing country in the inland shipping economy. Today, with the rapid development of economy, the inland shipping economy gets a good opportunity, and the maritime safety administration, which undertakes the responsibility of supervising water traffic safety and preventing pollution from ships, plays an important role in the development of inland shipping economy.Inland maritime safety administration is an extremely important and indispensable aspect of the whole maritime safety administration in China, and although the administration system has been reformed many times, there are still a lot of shortages for kinds of reasons. On the aspect of institutions, the current setup of inland maritime safety administration organs is outside the law and unreasonable with a dual administrative system. On the aspect of functions positioning, the maritime safety administration power decentralizes, some functions are interlaced and there isn' t a clear main body of management, and the internal function configuration is unreasonable which can not satisfy the needs of shipping economic development. On the aspect of operating mechanism, the management is not unified, the communication mechanism is not smooth, the supervision mechanism lacks flexibility and the management tools are backward. All these above can' t meet the needs of the development of shipping economy and nowaday administration.The developed countries and regions adopt entrepreneurial administrative mode in the maritime safety administration, strengthen business department in organs, and the business division is clear and stable. With the functional positioning in comprehensive water traffic law enforcement, most countries and regions adopt unified administrative mode, set up unitary maritime safety administrative organs and take advanced management idea and way.After comparing the maritime safety administration of developed countries and regions with that of ours, this representation will raise some proposal about the reform of inland maritime safety administrative system: First, establishing a maritime institution which can exercise unified water safety administrative power. Second, changing the government' s functions, stripping the vessel inspection and crew training from maritime safety administration so as to clear the positioning of maritime safety administrative organs. Third, innovating the maritime safety administrative mode in order to altering the parallel administrative mode about maritime business category into the three-dimensional one about marine functions category. Fourth, changing the maritime safety administrative way, consummating the related operating rules including accelerating the establishment of E-government and credibility, making government affairs public, setting up a marine-region-linkage mechanism, developing comprehensive water traffic law enforcement , making the performance inspection better and strengthening the maritime law enforcement supervision mechanism.
