Along with the rapid constructing of highway, the mileage difference between ambiguous-paths in network is reduced and vehicles have multi-choice when routing. As the investors of highway are various, the problem of path-identification and toll-allocation is arising. Meanwhile, MTC (Manual Toll Collection) is apt to cause traffic jam. It bottlenecked the rise of service efficiency and traffic capacity of highway.Studying the existing situation of highway network in china, this paper put forward a path-identification method and non-stop toll system which is consist of "RFID identification + combined ETC". The system model takes full advantage of network graph theory and path search algorithm. In this new system, the path of each vehicle could be identified and the toll could be allocated accurately through adding RFID (Radio Frequency Identification Technology) identifications at the proper place in highway network. At last, the example of Shandong test and verify the rationality and practicality of this model.The new model could fulfill the need of highway management under complicated network structure and various kinds of investors. It is well-considered about the capitalized cost of invest and the interests of users and had prepared for the nationwide highway networking.
