Recently, with the developing of society, the amount of motor vehicles is rising quickly, which impels economy to develop quickly and gives people convenience, but it also bring extremely large pressure to the relatively lagging traffic facilities, traffic law and universal regulation education and traffic management system. So Intelligent Transportation System has become a hot topic in recent years.This paper describes an Advanced Traffic Management System (ATMS), which is a main branch of Intelligent Transportation System. For traditional system deficiencies, the system improves in the two important aspects: First, the Traffic Monitoring System: traffic monitoring system optimized in this paper uses H.264 compression standard for compression, minimizes bandwidth requirements; The use of advanced DSP technology realizes various processing of video signal and sents monitor signal to Monitoring Center in a simple way. Secondly, The Improved Traffic Control system is based on a dynamic control mechanism, which controls traffic lights real-time and with the results of vehicle-flux detection as a reference. It can improve transport efficiency.In addition, the system presented in this paper also has realized the conversion of monitoring from passive to active, which can display timely various emergency or traffic jam on TV screens .Using the existing number plate recognition, the system also has the function of real-time vehicle tracking by distributing tasks on all DSP.This paper completed the two optimized system basically——Traffic Monitoring System and Traffic Control System. Besides,it does some systemic analysis, gives theoretical proof and realization process for monitoring and tracking vehicles . In the final, an overview of the paper is presented and the potential of the paper is proposed.
