Penglou irrigation district is the big irrigation district transferring water across provinces and river basins, lies in Shenxian county and Guanxian county , Liaocheng city , Shangdong Province . Penglou gate lies in Fanxian county , Henan province. Because the irrigation district is fulfilled just now , the level of management is still lower and the management system is rather weak . So it created a negative effect that water using efficiency is low and the gross benefit is so poor in the area . Because of the large corresponding irrigation area , the shortage of water resource, the lack of water-saving works , There is very short of water resources . To this case, the purpose of this paper is to research operation and management model and water resources optimal distribution in Penglou district , so as to improve the level of management , using efficiency of the irrigation water resources , the gross benefit of economy , society .environment and so on .On operation and management model , the paper discussed consumer participation in the management reformation and the theory of water price reformation for sustained development . The article analyses the problems in irrigation management from practice . At last , the paper presents the operation and management model "irrigation district management committee + special management system + consumer union + peasant householder" .
