Water resources are the material basis for human survival and development.It also is an important guarantee of sustainable development. Now between the supply and demand of water resources exists sharp contradictions which restrict the development of human society and threaten the socio-economic and ecological systems. Especially in agriculture, water resources which is used in irrigation is limited. It is widespread concerned how gains the best benefit and actualizes the reasonable optimal operation of water resources in irrigation district by farmers. So the research of optimal operation of water resources is the most important way to solve the problem of water resources. It has an important theoretical and practical value.In this paper, the sustainable development is the guiding idea of optimal operation of water resources. Taking the Chahayang irrigation district as an example, optimal operation model of water resources in irrigation district based on RAGA large system decomposition coordination was established. It actualizes the optimal operation of water resources in water departments and the various stages of crops. Finally, it provides the scientific basis to optimal utilization of water resources. Specific studies on the following aspects:(1) After analyzing the background of the optimal operation of water resources , the paper expounds its summarization of research status,theory and method. Based on the sustainable development,it points out the main problems and the future direction of development of the optimal operation of water resources in irrigation district.(2) The system explained the ecosystem and the ecological water requirement theory, including the definitions of ecological water requirement at different aspects, the characteristics of ecological water requirement, entironment water requirements considering inner river and outer river respectively, the calculating methods and their advantages and disadvantages of ecological water requirement, and the calculation of ecological water requirement in river based on Montana method(3) In this paper, the sustainable development is the guiding idea of optimal operation of water resources. It forecasts the demand and supply of various departments of water in irrigation district.It analyzes the balance of supply and demand on the basis of this different levels in different guaranteed rate(4) The papers detail on the system theory and Genetic Algorithm. According to Irrigation District water supply and demand characteristics, Water irrigation systems optimal scheduling of a large-scale system decomposition and coordination hierarchical model based on real-coded genetic algorithm was proposed. And in accordance with the theory of large-scale systems, Irrigation water optimal scheduling model was established. The model solution based on the combination of the decomposition and coordination of large-scale systems and genetic algorithm.The target to the irrigation scheduling model is the biggest overall efficiency. The optimal scheduling of water resources is achieved through the development of restrictive conditions to determine optimal scheduling of water resources programmers and the procedures by matlab language in irrigated areas. At the same time based on the production function of water to crops, established the reproductive stage of crop water production function model, and identified the different stages of rice moisture sensitive index, optimized the water allocation of various stages of the crop, to determine the optimal configuration process of irrigation water and to provide a scientific basis of a scientific and rational allocation of water for Rice.(5) Based on the optimal water resources allocation model of irrigation district, the water resource optimization dispatch of Chahayang irrigation district was researched as an example. The results of the optimization dispatch had guiding significance for the water resources sustainable utilization of the irrigation district.
