| Object:Agricultural water is a large user of water in our country,water saving is an important work of water resources management,and management water saving is an important part of agricultural water saving in the neighborhood,this paper aims to promote water saving,starting from each link of management water saving,to do research on agricultural water management technology.Methods:This paper for the purpose of promoting agricultural water-saving,on the basis of water right theory,using the literature metrology,projection pursuit technique,and the idea of system theory,the game theory to build a deep level index system and model of initial water rights allocation and water level of spending tolerance model,a dynamic game model of water price of water-saving water and water rights trading patterns in arid areas in xinjiang,Taking Shihezi Irrigation Area as an example,the application research is carried out.Results:(1)The Cite Space V visualization tool was used to analyze the evolution path and frontier hot spots of the agricultural water saving management neighborhood.The research found that the content of the agricultural water management field is gradually deepening,and the documents of relevant decision-making departments are closely linked.The field of agricultural water management is a research neighborhood with water right allocation as the core and"initial water right allocation--agricultural water price reform--water right trading market construction"as the main line.Among them,initial water right allocation and agricultural water price reform are the starting point,and agricultural water saving based on the optimal allocation of water market is the goal.Under the current water resources management decision,northwest and north China are the hot areas of agricultural water saving management research.(2)The calculation results of water rights distribution show that the deep initial allocation of Shihezi Irrigation District(143rd Tuan North Irrigation District,152nd Tuan and Shizongchang)is 41.8368 million m~3,40.460500 million m~3 and 65.6928 million m~3respectively.Calculated from the actual water consumption of the current irrigation area,if the whole irrigation area strictly implements the quota management irrigation,the comparable water consumption will save about 15.7%.(3)Based on the calculation of the full cost water price,it is concluded that the full cost water price of the irrigated area and the bearing water price of farmers are 0.3918 yuan/m~3 and0.439 yuan/m~3 respectively.Compared with the current water price of 0.25 yuan/m~3,the water price of the irrigated area has a great room for improvement.Under the full cost water price,the per-mu irrigation amount can save 71.89m~3/mu compared with the actual irrigation amount in the field,which is about 15%,and has great water-saving potential.When other conditions remain unchanged,the per-mu water consumption under the full cost water price tends to be the same as the irrigation amount under the quota control,which is about 400m~3/mu.(4)Based on the over-reclaimed land planned to be reduced in 2020,it was calculated that through strict quota management irrigation and"land regression and water reduction"measures,the water saved in the whole irrigation area could be 52.5045 million m~3 from the agricultural sector,49.8793 million m~3 from the industrial sector and 2.62552 million m~3 from the ecological sector.Through water right trading,the industrial benefit value of agricultural water saving in the regional irrigation area is 35 024 300 yuan,the ecosystem service value is 19 948 22 million yuan,and the overall benefit is 54 6065 million yuan.Conclusion:In this paper,based on the theory of water rights,to clear initial water right and water price for agriculture irrigation agriculture as the foundation,the government of the irrigation district agriculture water saving potential under the conditions of the water resources management decision medium,by way of water right transaction transferring agricultural surplus water to industrial water and ecological water,the formation of regional agricultural water management technology for the sustainable development of the overall integration solutions,It is expected to provide reference for the systematic water resources management of"agricultural water savings-economic development-ecological environment"in the irrigated areas. |
