By the objective evaluate of the economic development of Hebei and highway network at the present state, it's on the basis of research in Hebei freeway network planning, according to the recent social economic development, the planning key for the social economic modernization in the middle of this century and traffic development planning.Under the background of Chinese highway development and using theories and methods of present highway network planning, the paper uses theories of traffic sustainable development and space development as drawing up the base point of planning goal and placement rule, highway network planning and evaluate system were found though mutual relation in the social economy and highway development, the forecast of Hebei freeway network planning and arrangement method were disserted systematically and researched the measure and proposal of Hebei scientific reasonable freeway planning and implement from the policy level.In this paper the main achievements include:Summarizing the basic character, trend and influencing factor of regional space structure in Hebei, considering the economic development planning of adjacent areas and influence in Hebei town planning, and using development view and the theory of sustainable development, it's presented the development goal of traffic system and the hierarchical planning system, determined the assignment of Hebei freeway network planning in the new phase, in order to solve the problems of Hebei freeway sustainable development.It's the analysis of trip-generation, traveler and freight by the basic OD data, on the base it's used traditional four stage method to predict the future traffic volume of road segment, and then we can obtain the forecasting results of the future traffic volume.considering (1)The size of population , urbanization level, the distribution of cities and towns; (2) Economic development level, economic structure and layout scheme of industry; (3) The influence in such factors as land resource and geographical feature ,etc; Adopting total amount estimate method , proportion estimate method , analogy method and nodal method to carry on the analysis of highwaysnetwork scale, Through the mutual contrasting to confirm the goal length of highway network finally. Using the method of shape divided to examine the rationality of the scale of road network.Under the planning objectives ,based on planning principles and layout principle, the current situation and expressway under construction , regarding chasing floor and launching as the thread, supplemented by relevant analysis, combining the economic and urban layout scheme, the layout scheme of perimeter adjoint province and city's road network, topographical terms , environmental terms , highway section important degree , main passway traffic demand analysis etc. on the basis of optimizing along the line, consulting the experts' opinions, confirming the route scheme synthetically , planned the layout scheme of the highways network of Hebei. Adopt the joints law , position analytic approach to carry on the layout scheme of the road network , the ones that complemented with the experts' expertise law and with OD flow volume , carry on quantitative analysis , optimize the network and layout of the road .the scheme is according to "the principle of equilibrium of supply and demand " to confirm the network of Hebei highways medium-term and long-term plans , and has carried on comprehensive appraisal and benefit appraisal to the project Meanwhile, based on the principle that the project arrangement of highways should be followed, we carried on the preliminary arrangement of the highway project construction plan in Hebei.
