With social and economic development, passenger traffic and freight volume increase alot so that higher requirements of the traffic infrastructure configuration are put forward.Being a carrier of the transportation system, highway network plays an important role inmeeting the demand of transportation. However, highway network and demand oftransportation do not match perfectly in our country and resulting problems are come intobeing. In order to solve these problems, making service for all the road users from highwaynetwork better, further study of highway network planning theory need to be done and put thistheory into practice.This study starts with the achievements from scholars at home and abroad in highwaynetwork planning field. After researching of highway network planning ideas and layoutprinciples, a related indexs of nodes in the planning area are clustered directly according tothe steps strictly from Highway Network Planning Method written by Ministry ofCommunications. In order to reflect the effect of each index on nodes importance, this studydoes not distribute the weights of each index or summate these indexs linearly to obtainimportance degree, but clusters the principal components of the indexs using affinitypropagation (AP) clustering algorithm, and then translates the results above into finalclustered results in real index style. The improved clustering method can effectively avoid thedisadvantage of weaking the diversities of nodes after summation by traditional clusteringmethod of nodes importance. With nodes clustered results, the combination algorithmincluding elastic coefficient method, curve fitting method, gray prediction method and neuralnetwork method are put forward to predict traffic volume so that the foundation fororigin-destination emplacement and capacity planning of highway network is laid. Finally, ahighway network evaluation system is founded and used to evaluate this planning scheme. Inorder to test this planning model, a related research project of some city is studied as aninstance.The evaluation results show that the running quality of the highway network in this areais improved well by this planning scheme which is put forward in this study compared withthe present situation. With the same time, the highway network in the future is able to matchthe growth of transportation demand during planning period. In addition, the planning modelis easy to be understood and its calculation process is easy to be operated so that there exist agood universality and certain reference significance for highway network planning in thisstudy.
