Rules and regulations for Ship survey technology is not only the legal basis to protect the technology of ship safety but also to ensure one of five objectives advocated by CHINA MSA- "to make ship seaworthy", to be realized. How to carry out the rules and regulations in an effective way depends upon the rationality and applicability of its own.Nowadays China is just at the early stage of socialism and economy is undeveloped. In view of that, when we draft rules and regulations of ship survey technology for those engaged in domestic voyages, we always adapt and refer to the related international conventions. However there is not yet a standard to judge whether the way to draft the rules and regulations is reasonable and scientific. So it is difficult for the competent authority to examine and approve these draft rules and regulations, in the other words, we should make it clear what kind of standard for ship safety is real and practical? A reasonable balance should be found between the increasing requirements for safety and uneven economic development.The thesis makes a series of practical studies on the part of fire safeties in the rules and regulations for ship survey technology by means of the comprehensive safety evaluation and the theory of fire safety on ships. It aims at establishing a new set of objective evaluation model, i.e., we can evaluate a comparatively data for the current safety by calculation and also take it as the reference to examine and approve a draft rule and regulation. The thesis does a comparison between two ship models suitable to different fire safety rules and regulations by putting them into the five fire safety fields. Taking the reasons caused severe marine accidents in recent ten years as the evidences; the thesis makes a conclusion that there is some weakness in the existing rules and regulations of ship survey technology for those engaged in domestic voyages. And by the comparison, the internal unbalance is also found inside and it to some degree lays a negative impact on improving and guaranteeing the general ship safety.In the thesis some suggestions and ideas are provided such as FSA should be introduced into the legislation of ship technology; Different safety evaluation way and means should be set up according to different ship safety fields; Refer to the frame of rules and regulations of fire safety in international convention, drafts about ship fire safety in 2005 amendment of Regulations of Domestic Ship Survey Technology should be redrafted; Uncertainty analysis method, for instance RSI method, could be used in drafting and evaluating the rules and regulations for ship statutory survey in the new period.The topic of the thesis is novel and unique. It is the first time to do a comprehensive comparison between domestic and international rules and regulations and well-known safety standards and forces. It will help the competent authority examine and approve the safety technology rules and regulations in a more scientific way and realize the target of "safer shipping and cleaner oceans".
