The main goal of distribution network planning is to make optimal grid plan to meet the requiremnents of system load increasement. DMSM is an effective mesure for load control of the system operation. With the development of Power market, DSM plays more and more important roles in power system online operation and control. In order to make better use of capability of DMSM, it will be helpful to consider the effect of DMS during the phase of network planning. Therefore both utilities and consumers can get more benefits by the active measures such as load control and peak load shifting etc in daily system operation. It's important to analyze the existing condition of power grid in network planning. In this paper, corresponding research works in this area are summarized, including the analysis of power supply, substation, network structure and high-voltage distribution line. An improved method of linear regression analysis is presented, which can increase the accuracy of load forecasting. According to power system load pattern changes, the influencing factors for the load variety are divided into two groups: time stabilization stabilized factor and time variable factor. The time stabilization factor may show the parallel movement of the system load curve and the time variety factor may change its gradient. Three types of load curve changes are described: parallel movement, change in gradient, and their combination. A multi-step load forecasting method to select system load models according to the three types system pattern changes is presented. A method of simplified power flow calculation is presented in this paper to meet the requirement of power flow calculation in network planning. It calculates stratified power flow in term of voltage grade, and judges wether the voltage is beyond limit in terms of load moment. Some corresponding problems are also discussed in this paper, such as power balance and energy balance in distribution network planning. The effect of DSM (Demand Side Management) on reducing the peak load value is studied. This paper also introduces the mehtod of dealing with DSM in network planning. A high-voltage distribution network planning model considering DSM is provided, and a method called classification optimal method is put forward. A method for multi-stage optimal electric power network planning, which divides network into several sections, is presented to solve the problem encountered in the research on multi-stage power network planning. The sample has testified the valid of the method.
