The face rockfill dam and earth dam compared with the concrete dam can get benefit with the low cost, quick and easy construction, etc., which is one of the directions of technological development. And since concrete face rockfill dam and construction of the dam is the main filled with earth filling, thus allocation of the balance system of earth fill dam construction is an important key issues. Therefore, allocation of the balance system is the just key point to get a cost-effective, to accelerate construction schedule or to shorten the duration.Through a combination of pumped storage power station (building mining, transport storage, optimization of scheming the dam) on the equilibrium model of earthwork allocation and transportation detail, this paper established the conditions and constraints by optimizing system model to optimize the deployment of debris flow purpose, according to queuing theory model for road traffic and transport planning for the identification of earth road density and fork queue checking, demonstrated the feasibility of construction, and then pumped storage plant debris on the deployment of the power station optimized to achieve the purpose of savings. This balance of earthwork allocation and transportation to the main research objective, this paper mainly as follows:1, The system analysis on allocation of the balance system based on linear programming model, through the theory of linear programming to make a model of earthwork allocation, analysis and describing the transport model simulation theory;2,Using a pumped storage power station as an example, for the secondary development of AutoCAD VBA, making three-dimensional modeling of CAD models and calculation model of earth between the planning of data through a database connection;3,Using allocation of the balance system optimization of the pumped storage power station as an example, elaborate earthwork optimization methods and links to calculate the transport planning model, further elaborated optimize the allocation and balance of earth transportation systems.
