The research upon risk assessment in China started in the 1980s, which mainly introduced the application system and foreign research achievements. At present, it does not have a set of related risks assessment procedures and methods. Dangerous wharf definitely has a larger risk as a public infrastructure for its own particularity, at the same time its safety will not only affect the safety of water transportation, but also can affect the local economic construction. Therefore, it is necessary to apply inland risk evaluation theory to the management of hazardous wharf. Through the establishment of safety assessment index system, the evaluation the safety of hazardous wharf can be realized. More over, the study expects to put forward some improvement measures in order to improve the management of hazardous dock at different aspects and levels.This paper takes the relevant dock in Hubei province as an example, completely analysis about hazardous wharf on its development and management has been draw up to indicate the existed problems and risk in the management. On the foundation of domestic research and foreign achievements, this report comparatively analyzed several kinds of risk assessment methods, so as to come up with the suitable risk assessment method for domestic inland hazardous port. To begin with the influence factors of hazardous wharf, according to the principles of assessment system, established comprehensive risk assessment and its branch system in every level has already be improved. Adopted analytic network process (ANP) to confirm the weighing of every evaluation index and then processed them quantitatively. At the last place, set up a comprehensive safety evaluation model for inland hazardous wharf, which is based on multi-level gray comprehensive evaluation method. Eventually, this research take L wharf in Hubei province as a practical example to demonstrate the analysis, that course proves the practical value of this evaluation system.
