Abstract/Summary:
In recent years, along with the high-speed growth of national economy, the total turnover of scheduled air transportation in China has risen to No. 5, and passenger turnover rose to No. 4 in the world. In the ICAO, China has become the air transport dominated country already .The volume of air traffic is increasing continuously and quickly, and it brings higher and higher requirements to the system of air traffic control, including the level of safety, the efficiency of operation, the ability of operating security, the utilization of airspace resources and etc. It will help to achieve the goal of getting higher efficiency with less input in shorter time to research and apply the auxiliary and decisive system of the sequencing of arriving and departing aircrafts as a tactical system of air traffic flow management, which could increase the air traffic flow in specific areas.In foreign countries, such as America, Europe and Australia, the auxiliary and decisive system of the sequencing of arriving and departing aircrafts is applied in many busy airports and terminal airspaces. That system is combined with air traffic automation, and it could lower the workload of the area traffic and the approach radar controller, accelerate the flow of the terminal areas, and reduce the delay.For the challenges to air traffic management brought by the high-speed development of air transportation, this article will take the aircraft arriving and departing sequencing in an International Airport for example. It will analyze deeply the operation and capacity of the control sectors, taxi on the ground, the delay of flights, the requirements of controllers, the automation of the system of air traffic control and its operation, etc. On the basis of that, it will do innovative and exploratory researches on the problems of the principle of the sequencing of arriving and departing aircrafts and its methods to be applied. The main contents are following:According to the calculation method of establish mathematical models to obtain basic data, research and development of an International Airport arrival and departure sequencing system。For the arriving aircrafts, according to the actual radar position, altitude, speed and so on, the system of sequencing will calculate the estimated time of arrival, and make out corresponding reasonable controlling plans. The controller could take manual intervention to sequencing when needed. During calculating the controlling plans, the system will link every interrelated control sector, manage as a whole, and increase the efficiency of the whole control system significantly. For the departing aircrafts, according to the parking position, expected departing pattern, used runway, it will calculate the required estimated time of take-off(ETOT) from pushback and startup to taxiing and take-off, and produce the departure sequence according to the ETOT. It produces the planned time of take-off(PTOT) according to those limited elements. And according to that time, it will get reasonable time of pushback and start-up(POBT). That will be displayed in the system screen through man-machine interface, and give out the advice and prompts of controlling delivery plans. To sequencing all the arriving and departing aircrafts automatically, it could lower the workload of the radar controller, accelerate the flow of air traffic with immediate effect.
