In order to accelerate the traffic flow of terminal area,reduce the delay of flights and easy the work load of air traffic controller.The experts and scholars have done various of research in domestic or foreign,but the results are not very satisfactory.Such as many models use the ideal conditions,it not considering the actual weather abundantly,even the traffic conditions and environmental factors of airport. Moreover, many models only focus to single runway, rather than multiple runways, so it can not apply to the development trend of Airport rapid. In addition, with the increasing number of runway, approach and departure aircraft sequencing problem will become more complicated, and will be affected by human factors obviouslyIn this paper,it build a real-time dynamic ordering framework of approach and departure flights,focusing to the low efficiency of traditional approach optimized strategy. After the precise 4D flight trajectory calculated,and then use the two-stage algorithm to calculate the optimal time of departure and arrival flight considering the weather conditions,air traffic control factors and other factors.The simulation results show that the two-stage algorithm can support for decisions, enhance the efficiency of the runway greatly and enhance the economic efficiency of airlines eventually.
