Since the 2nd World War, the human society has entered a period of fast economic development. Living standards of most people in various countries have been increased significantly, while the coming deterioration of world environment, air pollution, water pollution as well as light pollution has influenced human life at the same time. In such a context the first global environment conference was held in Stockholm by the United Nations in June 5,1972.The Human Environment Conference acts as a milestone in the global environment governance, and it lays the foundation for the international environment regime, creating the opportunity for a multi-lateral talk on environment problems among nations. For China, it is the first global conference that China attended after China returned to the United Nations in 1971 as well as the beginning of environment governance in China. As a result this conference has not only a global meaning but even a greater meaning for China particularly.This essay will be focused on the effectiveness of the international environment regime, analyzing the influence of the conference exerts on China's environment governance. The essay will be divided into four parts respectively:the definition of International Environment Regime, the background,process and outcomes of the Stockholm Conference, the background and process of China's participation in the Conference as well as whether the regime has been effective in terms of China's attitudes and actions in environmental governance. The main conclusion is that the regime has been effective if we take China's change after the conference into consideration. So when tracing back the history of China's environment governance, we can make a further research about the effectiveness of international environment regime by an empirical study.
