Nixon-Carter administration(1969-1981) is the rise of the United States environmental diplomacy stage.This paper systematically studies the policies and practices of United States environmental diplomacy at the rise phase,and Summed up the characteristics of it.The first chapter is the background of United States environmental diplomacy, which is discussed from the perspective of both international and domestic.At home, environmental pollution is very serious,and environmental protection movement has developed to a considerable degree;at abroad,the industrial revolution has resulted in serious environmental pollution,and the international community was asked to join together in co-operation on environmental issues.The second chapter focuses on the policies and practices of United States.At home the National Environmental Policy Act was passed,the Environmental Protection Agency was established and a series of environmental protection laws and regulations was adopted.In the international arena United States carried on active environmental diplomacy,promote the signing of important international environmental treaties,show support for the international environmental protection and promote the convening of United Nations Conference on the Human Environment.The last chapter is the summary of environmental diplomacy's characteristics of United States:in the rise phase of the United States environmental diplomacy,on the one hand,the United States have shown great enthusiasm for the environmental diplomacy; one the other hand,U.S.environmental diplomacy has always been based on national interests as the starting point,it aims at United States economy's continuable development,it has strong pragmatism,and the aim is to safeguard the supremacy in the international arena.
