Environment, Cultural Identity And China's Participation In International Climate Governance

Negative effects of climate change have gone beyond border, the international community should work together and counter it positively, it has become the international community consensus to mitigate and adapt climate change. A country's participation in international climate governance not only involves unilateral mitigation and adaptation action, but also bilateral and multilateral negotiation and cooperation in the international climate sphere. Many factors affect its foreign policy of participating in international climate governance, view of"based on interest"maintains it's mainly affected by reduction costs and its strength, ecological vulnerability and the degree of sensitivity; View of"international mechanisms"insists that international mechanisms design and selective incentives play a crucial part in a country's action; It's a useful complement to analyze such issue from the cultural point, culture and cognitive can explain a country's motives of its participation in international climate governance from a side, particularly significant is that they construct each other, one country for environmental culture cognitive constructs its national identity and interests, and then affects its position and actions in international climate governance. This paper tries to use the constructivism analysis tool of the international social theory. The core of environmental culture is defined as sustainable development concept. First, the paper generalize the relationship of climate change and sustainable development according with the evolution process of sustainable development, then, explain the change of China's position and action in attending international climate governance, later, analyze the changes between the level of environmental cultural identity and the formulation of china's climate foreign policy and governance action, further, it point out that the interaction between environmental cultural identity and international climate governance. To a certain degree, environmental cultural identity inspire Chinese leaders'political will to participate international climate governance, in turn,the action of China international climate governance deepen its degree of the environmental cultural identity. Last, through cultivating domestic environmental cultural identity, it outlook china which has advanced environmental protection concept in the future will have a bigger initiative and greater say, and balance the environmental moral highland occupied by western countries.
