In recent years,by the constant deepening of mining caused very serious damage and influence, especially in mine waste dump, every year accumulated waste rock and tailings covers an area of 67000 hm2, and through the rain and snow water immersing led to acid leaching water contains harmful and heavy metal ions polluted water , and some waste rock released harmful gases, and some weathered and broken rock resulted in dust and so on, it seriously affected human health, animal and plant growth and ecological balance. Although we are finding ways to use discarded rock and industrial wastes, but the utilization rate of less than 10%, a large number of discarded stone was piled up in the mining waste dump. Therefore, ecological restoration must be imperative, this article summarized the ecological restoration program and technical means for the same restoration of mining dump.As the impact of traditional values, Development and operation of domestic mine only focused on economic efficiency of enterprises, leading to blind exploitation and waste ofresources.Wanton destruction of the environment will bring great difficulties for future ecological restoration, and greatly increase the cost of ecological restoration . The main reason is that people lack the value of environmental awareness.To a certain extent, research and analysis of this article can change people's awareness of the value of the environment and improve people's awareness of environmental protection. The total economic value included direct user value, indirect user value, exist value, bequeath value and option value. On this basis the environmental value is classified as economic value, ecological value and social value in the text, according ecological restoration dump characteristics, build the corresponding evaluation 9 indexes. The economic value is analysed by the cost - benefit, the index of cost– benefit proceeds into the target system, the other qualitative index using evaluation methods is quantified. In the comprehensive evaluation, AHP determines the weight of each evaluation index and distinguishes between primary and secondary. AHP is based on experts and technicians for each level of each index by comparing with each other to determine the degree of importance by constructing a comparison matrix and using of entropy technical amendments to the weight. In the evaluation, owing to the limitation of subjective awareness,the insufficient and dynamic and randomn data, a lot of uncertainty affects the reliability of the results of the evaluation, so the fuzzy and comprehensive model of evaluation is established to evaluate the ecological restoration of the environmental value of mining.In this paper, with the DU LONG mine dump ecological restoration as an example, it designs ecological planning of restoration, and proposes a series of technical measures. On this basis, the result of fuzzy evaluation isⅠgrade (excellence), it indicated that the ecological restoration project has good value.
