Highway Construction Projects Throughout The Environmental Management Of Public Participation Mechanisms And Methods

Along with the accelerating development of domestic highway construction, the accordant environmental influence through the highway construction project outstands increasingly. Public participation, as one of the valid methods, is acting positively on increasing the comprehensive ability of environmental management and improving environmental management of domestic highway on traction projects, still with shortage at width as well as depth. Therefore, public participation should be adopted in the WCEM (whole-course environmental management) of highway construction project, followed by the establishment of a practical and feasible public participating mechanism, and the perfection of ways and methods of public participation, which will improve the effect of the WCEM and accomplish the target of environmental protection during the highway construction.With the analysis on the environmental influence through highway construction and the domestic status of public's participating in the environmental management, this research discussed the importance and necessity of establishing the public participating mechanism in the WCEM of highway construction project, and put forward the "Public participating method" as the 6th method in the environmental management. It also constructed the public participating mechanism in the WCEM of highway construction project, and discussed the composing, content and function of that mechanism's triple factors (participant, organizer, working procedure). And the thesis also took a more thorough research on the effective management of public participation's operating mechanism and guaranteeing mechanism, which act in the WCEM of highway construction project. In connection with the situation in different period and cases on different stages of highway construction and operation, the research enriched the content and methods of public participation. Undoubtedly, it will enhance the efficiency of the environmental management and improve the environmental protection of domestic highway construction to set up the mechanics and perfect methods for the public participation of the WCEM.
