The Influence Of Public Participation On Environmental Management In Xi’an

Environmental pollution problem is one of the key factors that interfere with sustainable and high-quality development of our economy.The 20th National Congress of the CPC proposed to coordinate pollution control and ecological protection,promote carbon reduction,pollution reduction,green expansion and growth in a coordinated way,and promote ecological priority,green and low-carbon development^[1].Building a beautiful China is not only the goal of the government,but also the vision of the people.It is difficult for the traditional governance system dominated by the government to deal with and fundamentally solve our complex and increasingly severe environmental problems.Under the guidance of the central government’s ecological civilization,the mode of environmental governance has been upgraded and transformed from top-down single government control to multiple co-governance system.The public is no longer the object of governance but directly participates in environmental governance,which not only conforms to the development tide of the era of universal governance,but also conforms to the policy guidelines and system of public participation in environmental governance,and plays an important role in making up for government failures.It is not easy for the public to participate in environmental governance.The public’s participation consciousness,participation concept,participation ability and participation mechanism all affect the effect of environmental governance.Therefore,under such a policy background,this paper attempts to further explore the impact of public participation on environmental input and environmental regulation in government environmental governance based on the existing studies.As the central city of Northwest China,Xi’an vigorously develops urban construction and environmental problems come one after another.It is of great significance to empirically analyze and discuss the influence of public participation on Xi’an environmental governance and put forward relevant countermeasures and suggestions.First of all,the theoretical logic of public participation in environmental governance,the influence of public participation on environmental governance effect,government environmental regulation and relevant domestic and foreign studies on the influence factors of public participation in environmental governance are sorted out,the basic concepts are defined,and the mechanism analysis framework of this paper is constructed under the guidance of public governance theory and participatory governance theory.It plays a scientific supporting role in quantifying the impact of public participation on environmental governance.Secondly,this paper takes the macroeconomic data and environmental data of districts and counties in Xi’an from2011 to 2020 as research samples,divides government environmental governance into environmental protection input and environmental regulation according to economic and administrative dimensions and takes them as explained variables,public participation as explanatory variables,and economic development level and industrial structure deviation degree as control variables.In the context of the era of big data,considering that the traditional environmental petition index is a little simple to measure public participation,this paper also includes the index of"supervision by public opinion"to measure the degree of public concern about environmental governance on online platforms.Among the above variables,the entropy method is used to deal with environmental regulation and public participation.Meanwhile,multiple regression models are constructed,and systematic GMM regression is used for empirical analysis to explore the influence of public participation on environmental protection input and environmental regulation in Xi’an environmental governance.The results show that:firstly,public participation has a positive effect on the investment in environmental protection in Xi’an;secondly,public participation also has a positive effect on the environmental regulation in Xi’an;thirdly,the sample study shows that public participation in the six districts of main city and other districts and counties has a positive effect on the investment in environmental protection and environmental regulation in Xi’an;generally speaking,there is no obvious difference among regions,but the effect of public participation in the seven districts and counties other than the six districts of main city on the environmental regulation in Xi’an is significant at the same level.According to the theoretical basis and mechanism analysis framework mentioned above,combined with the empirical results of panel data,this study summarizes and analyzes the causes of the problems of public participation in environmental governance in Xi’an city from the perspectives of the public themselves,environmental protection departments and the interest game relationship between them,and proposes corresponding solutions and suggested countermeasures.It provides reference for exploring the mechanism of public participation in environmental governance and promoting the improvement of public participation in environmental public affairs.
