Sustainable development strategy is the core strategy of our country in the 21 st century, it is also the line China must adhere to in building a resource-conserving, environment-friendly society. Resource-based enterprises is a special type of enterprises which depend on resource-development and utilization for production. As environmental and resource problems arising, more attention has been paid to resource-based enterprises in Qinghai province. Since they are the mostly seen enterprises in Qinghai, the green level of Qinghai province is directly related to green development level of resource-based enterprises.First of all, on the basis of the research of enterprise culture theory, the green corporate culture theory at home and abroad, this paper demonstrates that the construction of green corporate culture proves a survival and sustainable development way to resource-based enterprises in Qinghai province, it is also the necessary way to improve their competitiveness and comprehensive strength. Secondly, after researching on the present situation of green enterprise culture construction of resource-based enterprises in Qinghai province, combined with theoretical researches, this paper uses the fuzzy analytic hierarchy process(FAHP) to build the evaluation index system and evaluation model of green corporate culture of resource-based enterprises in Qinghai province, then takes the Huanghe Upstream Hydropower Development co., LTD as an example to use the model. Finally, using the evaluation index system and evaluation model to evaluate overall situation of green enterprise culture construction of resource-based enterprises in Qinghai province, then found out the problems existing, thus to propose possible improvement strategies.
