With the accelerating process of urbanization, "garbage surrounded city" has become a major problem of urban governance. The state thus constructed a large number of public facilities to deal with the problems of urbanization. However, the potential pollution hazard caused a series of NIMBY conflicts. From the perspective of state autonomy, this article selected the waste incineration power plant in Panyu Guangdong as a case, analyzed the role of the state in NIMBY conflict and the difficulties they faced. On the one hand, we want to use the theory of state autonomy to find the solution of NIMBY conflict. On the other hand, we want to observe state autonomy in contemporary China.This article got a conclusion that the weakening of state autonomy lead to the NIMBY conflicts, which is base on the case of Guangdong Panyu. In the NIMBY conflicts, there are three characteristitics which undermine the state autonomy:(1) the difficulty of defining the public interest; (2)the differences of defining the risk; (3) the challenge of political participation. The three factors lead to the policy deadlock together. Further, we study the reason of the weakening state autonomy. "isolated autonomy" and "embedded autonomy", the two property of state autonomy, have a wrong order, which causes the weakening of state autonomy in china. So we want to use the "institutionalized autonomy" to rebuild the state autonomy, so as to find the proper path for the modernization in China.
