Due to the defect of administrative intervention and the lack of market mechanisms in the context of rural environmental management, rural environmental autonomy, as a third adjustment mechanism, has the potential to tackle rural environmental problems. This dissertation attempts to construct a "four in one" rural environmental autonomy pattern based on the autonomy of village while involving government, market and public inputs,. After defining the concept, feature, nature, category and other basic theory of rural environment autonomy, the dissertation analyzes the significance of rural environmental autonomy originating from the situation of the rural environmental pollution and ecological degradation, the lost environmental rights and interests farmers difficultly achieving, as well as double failure of government and market. It then focuses on the legal basis of rural environmental autonomy mode following the theory of environmental governance, autonomy theory and rural environmental autonomy rights. It also asserts that the rural environmental autonomy pattern is feasible because of its social, organizational and cultural foundation. The dissertation then scribe a graph emphasizing the structure and functioning of village autonomy, governmental guidance, market mechanism as well as social participation to illustrate the "four in one" rural environmental autonomy pattern. Accordingly, a legal system regulating "Four in One" rural environmental autonomy mode based on improved legal system of village autonomy, government guidance and social participation is proposed to make sure that rural environmental autonomy mode has sufficient legal basis. Finally this dissertation discusses the operation of the rural environmental autonomy pattern in five aspects: the transition of rural public management, construction of participatory political culture in rural areas, distribution of the rural environmental autonomy rights, fiscal assurance and rights relief of the rural environmental autonomy.
