Study On Autonomy Of Rural Community Environmental Pollution

With the emergence of a number of pollution problems and contradictions in rural community, government and government-arranged environmental governance in rural communities encountered many difficulties in reality. "Clean and tidy village", as a new socialist countryside construction of important content and external manifestation, makes solving the environmental problems of rural communities become particularly important and urgent.Field research was conducted regarding xx rural community in Weifang, Shandong Province as a typical case through the use of non-structured interviews, questionnaires, literature review and other research methods to make presentation and analysis about environmental pollution problems and difficulties encountered by local rural communities. The results showed that the environmental pollution of this rural community in this area went worse, the environmental governance stayed at a stage of stagnation, and villagers in the community have low awareness of environmental protection. In addition, two reasons for the difficulty of governance plight were brought up. One was that a rural community environmental remediation of the government was not able to fit arranged pattern of the behavior of social pluralism, the other was that there was not a strong awareness of environment in rural residents’ minds, which was more likely to cause anomie of environmental behavior. The ultimate way to solve environmental problems was to understand and adapt to the trend of diversification in subject of social activities and behavior way, to establish the dominant position of community governance in environmental pollution in rural community, to strengthen community villagers environmental awareness in rural communities.Fouling Autonomy rural communities was the core of this article. The author made a simple analysis on the advantage, autonomous concept, constitution of the governance body and foundation of realization. Then the autonomy power culture of pollution, negotiation mechanism of community pollution, mechanism of rule of village and villager, mechanism of contradiction reconciliation in community and public participation of environment protection in rural community were introduced and analyzed particularly, which made an initial understanding of autonomy path of environmental pollution in rural community for us. Finally, detailed analysis was made on the importance of green rural communities and how to build it. It is pointed out that environmental awareness training of farmers and the rural environmental culture, ethics is an inherent requirement of building green rural communities.
