Research On Emergency Command System For The Large Crowd Gathering Point Under The Network Traffic Conditions

With fast development of urbanization process in our country,how to deal with public emergencies scientifically and systematically, has become a hot issue in the field of management practice and research.Using urban road of network reasonably carries out rescue work, which can promote the emergency ability of the emergency system,this is the advantage of network traffic conditions.Emergency command system is an important part in emergency system of metropolises.It is the basic of guaranteeing to carry out rescue activities.One efficient emergency command system plays indispensable roles in improving event reaction ability,saving rescue time and reducing property losses.This paper firstly introduces the connotation of the emergencies and large crowds gathering point.Then build the city emergency system according to the3elements of the city emergency organization.Taking emergency command system for the large crowd gathering point as the object, the paper analyzes the emergency command system’s organization function and operation process.In order to improve the emergency command system response ability and its subsystems’ quick decision-making capacity, this article seeks the ways from the information processing, material gather and evacuation time. At last,the paper takes the Chengdu East Railway Station as the large crowd gathering point, builds station emergency command system, analyzes its operation function and proposes the scheme of improving emergency command system’s respond capacity.This paper establishes the traffic network model for Chengdu East Railway Station emergency evacuation. Through the simulation by VISSIM, this paper analyses the linkage command mechanism between traffic management and emergency evacuation,which hopes to provide a practical and feasible emergency evacuation scheme for the people of the Chengdu East Railway Station’s emergency management.This paper’s main innovation points contains:set up a city emergency command network system model, presents the method of improving the emergency response capacity of city emergency command system, draw up emergency evacuation plan for Chengdu East Railway Station, create the ODE emergency evacuation model, simulate the evacuation time and place of refuge selection through the VISSIM.The results can provide some useful references for structuring the emergency command system for the large crowd gathering point under the network traffic conditions.
