In recent years, with the rapid development of meteorological modernization , more and more modern atmospheric detection equipment put into operational use , such as Doppler radar, meteorological satellite, etc. The meteorological data is a hybrid data of time and space, this spatial characteristic conform to the GIS system. However, it can not accurately quantify express spatial information by the traditional means of meteorological data processing, and it greatly limits the utilization of meteorological information. Currently, there is not GIS-based software that displays information on a variety of detection in Ningbo, Therefore, it is necessary to develop a GIS-based Meteorological Information Display System which has a ability to deal with atmosphere data on the basis of geographical information to make the prediction workers understand the atmosphere changes deeply in direct way.This thesis introduces the developing situation of geographical information system and the main software of displaying meteorological data, and analyzes the characteristics of these softwares. Then the thesis introduces the geographic information system in detail, and three popular geographic information system softwares are compared.The thesis also researches the three methods of the second development based on GIS and specifies the property, method and application of the components. Bases on Ningbo meteorological information display system detailed requirement analysis, we decide to use the visual c# and ArcGIS Engine development system.The system adopts SQL Server2005,which in turn use spatial data engine ArcSDE as the middleware and ArcCatalog to manage it.At last the thesis introduces the design and implementation of the system.The system offers the functions of integrated displaying meteorological observation data, lightning data, satellite image data, Doppler radar data and so on based GIS,and drawing isolines by analysis with meteorological data.
