With the rapidly development of computer technology and GIS technology, the researches in hydrology proceed, some of the existing hydrological data management systems cannot meet current demands. Therefore, the study of hydro-ecological data management system and its realization in reality of automation, accuracy and visualization are extremely urgent. Thus, use the component technology GIS to do research, which not only disposes the basic property data and diagram data of hydro-ecological observation effectively, supplies the automatic processing of data and showing the circumstance of hydro-ecological system directly, and promotes the observation station's centralized management scientifically and effectively, but also solves the problem of poor expandability, huge scale and highly requirements of hardware of the contemporary data management system, on how to establish hydro-ecological data management system.On the basis of in-depth analysis on researches at home and abroad in hydro-ecological database, the research focuses on subjects in line with this specific data management system, the structure and function of which have been designed. In accordance with the theory of information systems and based on software engineering methods, the study has designed the hydro-ecological data management system based on component GIS by using computer technology, database technology and GIS component technology, so that the modernized and advanced management of hydrological data becomes possible. This system consists of seven modules--user management, space management, data management, query statistics, thematic map, data output, and system management. The design and development are mainly based on component GIS Platform--ArcGIS Engine and C# language. The whole system is simple and using friendly, with improved data processing function and less strict demands on the computer's configuration. It is practical,sophisticated and portable. The ArcGIS Engine-based hydro-ecological data management system is managing and utilizing data on the basis of spatial information. This paper confirms feasibility, reliability and availability of the system taking the Caijiachuan Ecological Research Station as an example, and provides a good information platform and scientific basis for the scientific management of hydro-ecological observation stations.
