This paper is one part of the counterplan of drought of Shandong province. on the premise of the study about reasons coming into being drought in the Shandong province, aiming for several important factors which have an effect on drought, this paper introduced the Fuzzy pattern identifying model into dry indexes system of Shandong province. The Paper also programmed to the drought risk map by visual Fox-pro, in order to actualize visual inquire and drought evaluation and for utilizing water resources reasonably, taking corresponding measures and improving water resources management level and decision-making means. Main results are as follows:(1) The analysis of drought has been done. It is concluded that human activity has affected the development of drought. And drought disaster has something to do with human activity. Without human activity, there is no drought disaster in some ways. Drought is no longer the meteorologic drought. It is the degree of water short, which is called socioeconomic drought.(2)The research to introduce the fuzzy pattern identifying model into dry indexes system of Shandong province has been done. The theory of this model is: putting fuzzy compound theory into the research of the reservoir deposited water, groundwater, aquiclude and rainfall, which are effected each other .(3)The research to set up the single-factor evaluation index model has been done. The surface water dry index and degree evaluation is researched emphasizely and analyse concretely the large-scale reservoir deposited water of Shandong province. This research shows that using Pearson III curve to confirm the drought degree is not correct and adopt the difference with average value of the large-scale reservoir deposited water to evaluate drought degree .(4)The application of this evaluation model has been done. Applying this model to evaluating drought degree of JiNan city and DeZhou city in Shandong province in 1989 shows that evaluating result accords with the fact. So this model fits for evaluating drought degree of Shandong province.(5)The research to adjust anti-drought measures to local conditions has been done. According to natural geography conditions, industrial structure, agriculture planting structure, exploitation degree of water resources and management level anti-drought and so on, it should take correct measures to reduce damage minimally.(6)The drought risk map has been done, programmed to the drought risk map by visual Fox-pro, in order to actualize visual inquire and drought evaluation and for utilizing water resources reasonably , taking corresponding measures and improving water resources management level and decision-making means.
