First studying every ten-day and seasonal limited droughtduration probability distribution by using semi-natural soilmoisture content sequence discarding human-interfereing factsfrom soil moisture content angle. Discovering the every ten-daysoil moisture content changing law and predominancemeteorological facts under different seasonal influence andgives the soil moisture content changing experience formula andforecasting equation. Obtained influence degree on differentprecipitation to soil moisture. Continue to calculate differentten-day soil water income and outgo degree relatively by usingsoil water balance equation and Penman formula. And compare todifferent ten-day soil moisture content data geting by2001-2003years at no watering condition to erect suitableequation, establishing the drought index and providing thevaluable method and gist for drought evaluation andforecast. And gets back every ten-day factual drought sequencefrom 1970 to 2003 year, the test effect is good. At the endanalyzes the supply and demand relation between the waterfarmland needing and resource of atmosphere precipitation andworking out the summer precipitation forecast by using SST, Andto give reasonable advice for agriculture production.
