Following the review on the development of the meteorological service in China, with particular emphasis on its transformation from 'single input'--'single demand' operational model to 'diverse demand'-'diverse input' operational model in a socialism market-economy system , this thesis discusses the opportunities and challenges the meteorological service of our nation is facing , as well as the inevitability and feasibility of reforming operational framework of the current meteorological service in China , a country that will join World Trade Organization (WTO) in the near future. In developed countries, the practice of meteorological service is very diversified. It not only addresses the service needed for the general public, but also it coordinates the cost-covered service and commercialized meteorological service. In some of these countries, meteorological organizations are run as profitable businesses. Our meteorological service may learn from this type of operational framework, which brings us benefits both economically and socially. The foundations for my proposal are as follows: 1.The reform policy toward the state enterprise. 2.meteorological service(product) has the general characteristics of merchandise. Part of it could be separated as product owned privately and therefore be only available with payment , I.e. the commercialized meteorological service. 3.meteorological service has the essential characteristics of information technology(high density , high effectiveness and high cost of technology). 4.the production and consumption of meteorological service have their own distinct characteristics. Based on this, we present an idea of revolution for the framework and its operational mechanism, which focuses on the establishment and improvement on the national level, and on supporting private meteorological service realty and marking allowing of foreign meteorological enterprises. National service system can be divided into welfare service department and reward service realty, in which welfare one can be further more divided into policy decision part and public service part and be allocated the whole fund from the government. It is managed strictly according to financial regulation and intensify economic evaluation to guarantee the expansion of public meteorological service. The basic way of staff management is 'according to position, public selection of application, equal competing, selecting excellence ones, according to contract'. As for the management of service realty, the government will allocate a certain fund, most of which is the reward from the service for users of meteorological products. Therefore its mechanism is much more flexible in arrangement of staff members and their incomes. And it establishes the system of mobility among staff members. The private and foreign meteorological service enterprises are totally managed according to the mechanism of modern company. At the last, the developing and marketing of meteorological service is further discussed by the marketing's 4P theory, to better the practice of meteorological service.
