There frequently encounter natural disaster-the heavy rain in south China,It comes fiercely , especially the large-scale continuous rainstorms and heavy rainfall. It has not only affected industrial and agricultural production, but also endangered people's lives, but also often results in serious economic losses. Therefore, it is necessary to apply high-tech such as information systems and computers for real-time storm-meteorological disasters monitoring and evaluation for the Government and relevant professional sectors, as we know, it is the need of national economic construction and social security.Detection and analysis system of heavy rain includes the storage and management of meteorological data, Sub-knowledge of meteorological data, Establishment of specific model,and the forecast analysis of the storm area and the direction. We can set up modeling analysis for meteorological data based on actual data, then we put forward the corresponding solution.We will introduce the design and overall framework for the detection of heavy rainfall analysis system in the thesis, and also describes the main functions of the system modules. The system modules include the show of professional data integration, specialized meteorological data analysis and thematic map production. The above discussions achieve a more robust functional remote sensing data processing, image processing information and Information Recognition Search so that the professionals can further study remote sensing data, statistics for the right weather monitoring and analysis of rainstorm disasters. The above-mentioned is very important to minimize the losses caused by flood disasters, based on that we can provide timely, accurate and intuitive disaster information for the Government and relevant departments ,and they have sufficient scientific bases for disaster prevention and mitigation.In this thesis, we study meteorological of early warning systems, using c # programming language and oracle database technology designed to complete the system, and we also test the system t to verify the software reliability and practicality. The last part gives the constructive ideas for the improvement of the system.
