The navigating map system based on smart phone works as space information service, such as map navigation, by use of wireless netnetwork technique. And as we know, this system takes place on the smart phone. With the development of electronic technique, network technique, communicate technique, computer technique, space information technique and the economy of knowledge, they provide theory and technique supports for development of smart phone navigation. In recnet years, mobile communicate thchnique has made great progress, together with the put forward of concept "3G" and "4G" one after the other. At the same time, various of mobile terminals is upgrading and becoming in popularization. Mobile imformation service is gradually deep into people' live, and which carries new requirement to the application of digital map technique and GIS based on smart phones. The navigating map system based on smart phone works is just the result of double drivers, development of these techniques and need of requirement, therefore, which has a deep development future.First, this paper analyzes the new technique environment faced by the navigating map system based on smart phone, introduces several lead-in modes of information service, and then introduces detailedly several key techniques of supporting environment, such as wireless communicate technique, embed technique and mobile database technique etc. Then, it not only analyzes characteristics of this system in aspects of data organization, data compression, multi-expression and space information service base on LBS (Location Based Service) , but also put forward relevant resolvents. Afterward, it designs holistic database frame for the navigating map system based on smart phone and schemes of some important functions for client terminal. In the end, this paper gives a rudimentary system which accords with the requests of Chinese data standardization for navigating map, and then gives a test of map displaying. The result shows that it can improve the data use efficiency, reduce time and space waste, by separating cartography data and navigation data. Also, it adapts to the prevailing trend of web service, which is drawing map by SVG.The techniques and theories involved in navigating map system based on smart phone are not yet mature, but because of the particular advantage when exploiting mobile information service and because of the commercial chance and huge market, the future of navigating map system based on smart phone is luciferous. So, I must to say it is very important to do some research work to the navigating map system based on smart phone.
