China's adjusted energy policy that favors large scale enterprises offers a chance for local power plants to build large capacity energy facilities. Large scale unit projects feature long construction cycle, increased system complexity and enormous investment. As more power generating facilities are developed and reforms over electricity markets evolve, competitions among power plants escalate, which exert greater operating pressure on power plants. Cost control in large scale generators projects is not only a mandate for the growth of power plants, but also a matter of their long term existence. As more and more power plants attach greater importance to project cost management, how to cost control the generator project has become a key subject of study to these power plants.Based on the current situations and substantiated by real life examples found in Sanshui Hengyi 2x600MW Coal Fire Supercritical Units Project, Foshan, Guangdong, this article provides an analysis and summary of the principal cost control methodologies applied for the completed parts as well as their achievements and lessons learned, utilizing system engineering methods and the outcomes of cost control researches done both domestically and internationally, it also offers an overall cost control solution for the pending parts of the project after a further probe on the sources of the problems.
