Study Of The Farmers' Participation In Farmers' Specialized Economic Cooperatives In Developed Areas

The farmers'specialized economic cooperative is a new kind of rural specialized organization lead by the government and the leading agro-enterprises, the purpose of which is to expand the operating scale, to increase the economic efficiency of the agricultural by-products and to respond to the impact of the economic market on produce.Now the farmer's economic cooperative is on its start in the rural areas in China. In order to make it operate legally, healthily and rapidly, Farmers'Cooperatives Act of the People's Republic of China was produced. And Farmers'Cooperatives Regulation of Jiangsu Province is also to be made under the Act according to the reality in Jiangsu. Now the Regulation is on the phase of soliciting opinions from the general public and then shall be passed by the Provincial Congress and come into effect.The article has given an affirmative comment on the entrance of the farmers' specialized economic cooperative to the market and affirmed that it plays an important role in the organizational level, in the progress of agricultural industrialization and in increasing farmers'income.The author did a research on the factors of the development of the farmers'specialized economic cooperatives in the south of Jiangsu province, which is a developed area. The analysis of the result is a low participation in the Cooperative and its reason.In the developed area of south Jiangsu province, guiding by the local government and the leading agro-enterprises, the farmers formed specialized cooperatives to be against market risks and to respond to external competition. The author conducted a scientific research and analysis on the sample materials of the cooperatives in Suzhou, Wuxi and Changzhou, and found that the principals of the participants of the cooperatives are farmers. The precondition of the healthy development of the cooperatives is to respect the will of the farmers and the ultimate goal is to meet the requirement of the development of the farmers.The author selected the south of Jiangsu province as its research place and found the main factors and reasons which hinder the participation of the farmers in the cooperatives. It has a significant meaning in understanding the present condition of the development of the cooperatives, dealing the problems in them and making relevant policies.The article collected data through questionnaire among 481 households in Suzhou, Wuxi and Changzhou. After a scientific analysis on the data, the article found out the bottleneck which prevent the development of the cooperatives and put forward the conclusion and advice, which could be a theoretical reference to the local government when it is guiding the development of farmers'specialized economic cooperatives.
