Port construction has been rapidly developed ever since the founding of the People's Republic, especially since 1973 when the state called for "changing the visage of port in three years". By the time of 2009, China has 20 ports each with handling capacity over 100 million tons per year. China has held the first place for consecutive years in port throughput. Through the boom development of port in three decades, the problem of over throughput capacity of port has emerged; the speed of port construction has slowed down; and the competition in port sector has become intense. The port construction sector in China has shown obvious features of mature period.CCCC First Harbor Consultants Co Ltd (FHC) has undertaken the service to port development as its main business ever since its establishment in 1958, with its 95% revenue coming from port engineering. The changes in external environment presents challenge to the sustainable development of the company. The company has to face up the austere problem as how to effectively tackle the challenge and sustain the development of the enterprise. The present paper has systematically analyzed the external environment and internal conditions of FHC as the study object, by using combined method of quantitative and qualitative analyses into individual case studies, applying theories of sector structures and resources capabilities. Based on the result of the analysis, a step-up development route in three layer has been proposed, together with modes of combination of professions of different layers. The development strategy and competition mode of each professional unit has also be defined accordingly. Finally, the paper has proposed the relevant measures and routes for the effective implementation of the safeguard strategy in aspects of design organization, human resources, technology development, information support system and enterprise culture. |
